"Bumper pads should not fully enclose the crib (i.e. they should not be placed around all four sides of the crib).  They should be placed across the head of the crib and part-way down the sides."

The reason is for ventilation.  They do not pose a crib death risk.  However CO2 can build up in the bed if there is not sufficient ventilation.
